Good Intentions Gone BadThere is a role for government in ensuring that all citizens who are willing to work are able to put roofs over their heads. Where there is a dearth of affordable housing, a willing population ought to help to make up the difference. Where residences are in dangerous disrepair, citizens ought to work to make buildings safe. And while it may not be optimal, government offers a reasonably efficient way to accomplish these ends. The Neighborhood Opportunities Program in Rhode Island is was one possible solution.
